Participation context
Did the same areas vote more overall?
Keep each group’s 15 divisions fixed across both years, then compare all voting methods. These are valid-vote counts, not turnout rates or a record of the same individual voters. The first group starts with the areas that had the highest special-ballot shares in 2023; the second starts with today’s leaders.
Frozen October 21, 2026, 3:31 PM MT · 2026 Q10 remains provisional · 2023 special ballots include in-person returns and restricted eligibility. Group membership stays fixed when the chart filters change.
| Same divisions in both years | 2023 all valid candidate votes | 2026 all valid Q10 votes counted | All-method count change | 2023 special ballots | 2026 Q10 mail-in votes |
|---|---|---|---|---|---|
| Top 15 by 2023 special-ballot share | 330,466 | 366,499 | +10.9% | 15,923 | 120,520 |
| Top 15 by 2026 mail-in share | 336,193 | 374,969 | +11.5% | 13,884 | 142,789 |
Which divisions are in each group?
- Top 15 by 2023 special-ballot share: Calgary-Glenmore, Calgary-Varsity, Calgary-Mountain View, Banff-Kananaskis, Calgary-Peigan, Calgary-Acadia, Calgary-Buffalo, Lethbridge-East, Calgary-Elbow, Calgary-Bow, Edmonton-Mill Woods, Calgary-West, Calgary-Beddington, Edmonton-City Centre, Edmonton-North West.
- Top 15 by 2026 mail-in share: Edmonton-Whitemud, Edmonton-Riverview, Calgary-Varsity, Calgary-Elbow, Edmonton-Rutherford, Calgary-Glenmore, Edmonton-Strathcona, Calgary-Mountain View, Calgary-Fish Creek, Edmonton-Glenora, St. Albert, Edmonton-Gold Bar, Calgary-Acadia, Calgary-West, Calgary-Currie.
For the 2023 leaders, the special/mail-in count grew faster than the overall valid-vote count. This cannot separate new voters, switching voting methods, changed eligibility, population growth or differences between an election and a referendum.
Take the evidence with it
Downloads preserve the October 21, 2026, 3:31 PM MT snapshot. The charts remain provisional; 2023 special ballots include in-person returns and restricted eligibility. The print PDF uses a light background.
Two different leaders
Edmonton-Whitemud has the highest observed share: 42.8%, compared with 2.9% in 2023. Its share rank moved from #42 to #1.
Airdrie-Cochrane leads by ballot count: 12,954 Q10 mail-in votes, or 31.1% of its valid Q10 votes. Its count rank moved from #9 to #1.
Reading the limits
- Shares divide valid votes within the division, excluding rejected, declined and blank ballots. They are not percentages of eligible voters.
- 55/87 divisions have counts in every Q10 location row. All 87 special-ballot rows have counts, while 231 other Q10 rows do not. Shares and ranks can change as those votes arrive; populated rows can also be revised.
- The results describe electoral divisions. They do not identify individual mail-in voters, their age or their motives, or establish an effect on the referendum outcome.
- Division codes 01–87 are matched between events; no independent boundary harmonization is claimed. Ranks use unrounded ratios and retain ties.
